I agree with Chris. Common Starlings are trapped regularly at the Eyre Bird
Observatory (about 250 km west of Eucla) in cage traps containing decoy
starlings. I've often thought that it would be an interesting research
project to see if some Common Starling populations are becoming more
physiologically and behaviorally adapted to Australian arid and semi-arid
conditions, thus allowing them to penetrate these marginal areas more
readily and extensively.
A potential Ph.D project for someone, maybe?

Hi Don,
I would urge you to report this to the department of agriculture in NT. I
know WA are particularly serious about starling control, and I'd imagine NT
are too as they don't have any colonies there as far as I know. I know its
just one bird (for now), but I believe Starlings send out scouts to find
locations for new colonies, so its not worth the risk.
Regards,
Chris
