Stephen Debus' comments: The large kites can and do occasionally chase and catch birds, so I think this event was probably attempted predation, even if it rarely succeeds, or perhaps the kites thought they could rob the gull of food. The event probably also attracted a gathering of kites because of the prospect of thieving the food from the potential victor, as kites are notorious for robbing each other. There are records of Whistling Kites chasing and sometimes catching seabirds (e.g. Fairy Prion, Crested Tern).
