Whistling Kites chasing Silver Gull

This afternoon at the Western Treatment Plant I observed 8 Whistling Kites -
quite high up and a fair way away - actively chasing a lone Silver Gull.
After a minute or so 6 of the Kites abandoned the chase but the other two
kept up the chase for another minute or two before the Gull finally escaped.
I have never seen such behaviour before - Kites lack the speed to chase
other birds so anyone any ideas why they would do this?
