Good thought, Greg, you're suggesting that the abundance of fish may be secondary to the site suitability. Yes, it's a good point.

The Common Tern sighting was on 4 November 1994.
 
I wonder if the topography of the island is the key to Crested Tern breeding.  They are restricted to offshore islands which are not an abundant resource in the area so probably use any islands that have areas flat enough for a colony to establish.
