To allow acccess to a site, the site owner would have to install all
sorts of works to allow safe access to the site, and to make sure
people don't wander off into dangerous places. STPs are pretty
dangerous places, with an array of amazing and painful ways to kill
yourself. There is simply no incentive for them to take the risk and
spend a stack of cash, to allow bird watchers onto their site to look
at birds. If I was a site manager, I certainly wouldn't let anyone on.
I'm frankly amazed at the access we get to the WTP, and we should be
very thankful for Melb Water allowing us on site.
