That's true Carl, but that is never the decision you are making. If it
were then everyone would opt for life.
There is always a judgment call re the perceived risk & the perceived
reward.
Such as the time & cost of a full expedition equipping vs "its a fresh
report of a sighting not far out of town"
If one opted for the lowest possible risk then one would never leave the
armchair.
One would never drive anywhere, & certainly not on a 24hr twitchathon.
