Bert,
Based on the drab olive colour, the forehead band that stops at the eye and
the yellow around the eye I would say that was a Blue-winged Parrot.

I am seeking opinions on the identity of a Neophema parrot I saw this
weekend at Mt Stapylton campground in the northern Grampians, Victoria. It
perched for 30 minutes in dead branches above 3 m tall scrub about 1km from
the campground.
