Long-tailed Parrots (Psittacula longicauda) are extremely rare in Australian
aviaries if still in existence here. They are not on the Inventory of Exotic
(non-native) Bird Species known to be in Australia list of DEWHA. 

Mike's bird sounds like a Plum-headed Parrot (Psittacula cyanocephala) which
are fairly common in captivity in Australia. Go to Google Images and search
for this species, there are some photos of birds with yellow on the neck,
possibly subspecies. Mike's bird could also possibly be an immature or
partly coloured male obtaining full adult male plumage with partly coloured
head markings.

Long-tailed Parakeets, the parrot of open country and cultivation you
get in the Malay Peninsula and, I think, Sumatra and Java, has a
rosy-pink face. But are they kept in captivity?
