Possible Black Kite, Lapstone

Too big for a Harrier, and not that deep. It was over the area where
the SqT's are often seen, so I'll put it down to poor observation of a
Square-Tail with a couple of tail feathers missing. The flight style
was classic Square Tail, and probably enough for a diagnosis.
