What are the reasons neck bands are worse than leg bands?

Regarding swan neck bands, I've never seen one. Why do thy use them instead
of leg bands?

Regarding twitchers supplying data for research, I've been assuming that many do that, but how would one know? Perhaps all twitchers need to do to defend their activities is to occasionally mention such activities. It might even be a good example to some non twitching birders who don't do it.
