Its an Indian Ringneck (Rose-ringed Parakeet). They're quite a popular pet and 
hence a fairly regular escapee. A search of the birding-aus archives should 
turn up a bit about them. Probably a good idea to notify the relevant 
authorities. The Indian Ringneck is rated as highly likely to establish 
populations in Australia and become a pest of agriculture and the environment 
(WA Department of Agriculture and Food), and is actively removed in WA. I would 
assume that this is the same elsewhere in Australia.
