Wedgies and Peregrines to control Cockies?

Was a segment on the ABC news last night - there was one Wedgie and one
Peregrine - both trained with hood etc. Seems they will be placed on the
roof (presumably tethered) to scare the cockies away. Which raises all sorts
of ethical issues about keeping raptors in that manner.......
