It's the same on the west coast of Victoria.  Summer campers and
visitors (and locals of course) totally ignore the signs about no
dogs, no vehicles etc. and do what they like.  A group of us walked
the beaches from the SA border to Port Fairy and there were dogs and
vehicles everywhere.  No policing.  There are plenty of signs but
these are useless without policing and, as you say, penalties.
