Barbara, the bird is Pied Cormorant with its neck twisted so that one is
looking at the crown and upper ridge of the bill. There is a white spot
which looks like a highlight in an eye but it is not. It misled me into
thinking it might be an immature Macquarie Shag for a while until Rohan
Clarke and others explained the optical illusion.
