Who was who said "The law is an ass!"?

I remember that some 30 years ago or thereabouts, the Queensland "Fauna
Conservation Act" had to be amended following an unsuccessful egg-collector
prosecution.

In general the Act protected all native birds and their eggs.  And the Act
made it an offence to be in possession of an egg of a native bird, unless
covered by permit.

A person was prosecuted for having a collection of eggs without a permit.
His lawyer argued successfully that an egg-shell was not an egg.  Acquitted
and discharged.

Act amended, if I remember correctly, to make it an offence to be in
possession of an egg, or any part there-of, of a protected species.
