As Paul rightly says, the Native Vegetation Act in NSW covers clearing of
vegetation for agriculture, and this does include the consideration of the
Threatened Species Act. And yes there are still issues with the legislation
(Invasive Native Vegetation and the undertaking of Routine Agraictural
Management Actions being examples) in my part of the world the
implementation of Property Vegetation Plans as part of the NVAct assessment
has significantly decreased the area that has been given approval.
It all comes down to whether you think offsets actually compensate for
vegetation clearing, but a 10+:1 ratio offset (conservation:clearing) is
still better than a 1:1 (or as it was in the past no offset and clearing
went ahead anyway).
