Thank you Bruce and everyone else who responded off list.
The general consensus is that it's a not unlikely sighting and HANZAB
confirms that they're migratory in eastern Australia moving south in spring
and north in autumn, departing SE Australia from February to late April
(later as you move north) and returning in August/September.

Subject: [Birding-Aus] Tree Martin at Boat Harbour, NSW?
Hi Alistair,
My understanding is that Tree Martins are migratory, at least in the
Sydney
region. A martin seen in March could be on migration north. I have only
seen
Tree Martins twice, right on the coast, in Sydney, once on Narrabeen
Lagoon
and once on the Coast Walk between Bundeena and Little Marley Beach. It
was
about that time of the year and I then assumed they were on migration.
Tree martins are common summer birds to the west of Sydney, around Winsor
and Penrith etc.
