Well, maybe in litigation-crazy America ...  also you've got the  
massive cost of the clean up (billions). It just sounds pretty  
legally fanciful to me, but on the other hand, I Am Not A Lawyer And  
This Is Not Legal Advice, as the disclaimer goes.
