Damages don't necessarily have to be to something that was privately owned.  
The Exxon Valdez case in Alaska was an example of damages against the 
environment.

What damages though? They are wild parrots -- not bred parrots (i.e.
property that can be damaged). So a civil claim for damages in this
case will be thrown out.

I hope the two guys were let off easy because the Victorian DPP
intends to get the companies (the real culprits in this case) big time.
