Can anyone help with a wader identification seen at the Western Treatment Plant, Werribee today. The bird is the same size and outline as the Double Banded Plovers it was feeding with. It had a black or very dark leg flag on its left leg. The bird is light brown and white but stands out as whiter than other birds. It has 6-8 white spots on its folded wings each approx 5-8 mm. White head with brown streaks and dark bill and legs. I assume it's probably an aberrant Double Banded Plover but the dark leg flag (Japan?) may indicate something else.
