I once read (but don't know if it's true) that Aborigines practised population control by designating certain water sources not to be used, punishable by being attacked by the monster, etc, that lived in it. That meant that in a drought they could sneak in to use these water sources and quickly leave. This system meant that the population didn't increase to the point where those water sources were permanently in use.

I don't think it will work for us though.
