I entirely endorse the suggestions to contact your local council for
information on and policy relating to cats/cat issues.

Also some overseas experience might be useful to those individuals trying to
deter cats.  The website I am most familiar with is the RSPBs, but others
are no doubt available.  The RSPB has a reasonable site on the subject,
although some of the recommendations will need to be adapted for Australian
conditions.
