Towards the end of December, I have tried both early morning and also from mid afternoon to dark with out success.
You are quite right about the glare and I ended up walking/climbing out on the adjacent rock outcrop to the south so that I was not looking directly into the setting sun. There were numerous nesting welcome swallows on the S/loaf rock and silver eyes in the heath but not much else.

I visited Sugarloaf Rock three times across two days this time last year, as part of a holiday in southern WA. I had no luck. I also found that at the time recommended (mid-late afternoon) was a bad time since the later it became, the more glare you had to stare into.
I seem to remember at last one person reporting success on birding-aus since, so maybe it was my luck, but it would seem it's also someone else's (bad) luck too. Cheers.
