Wow! I love mysterious raptors. I can understand the confusion with Brown Falcon and Hobby, however I agree with Greg. The tail and wings are very Brown Goshawkish - not to mention a possible yellow eye (?). Size in comparison to the surroundings and the proportion of the head to body makes me think it`s a male and the colour, pre-adult. Described behaviour is also consistent with a Brown Goshawk.
