Stuffed Owl - help with identification

In Customs' central office in Canberra we have a stuffed owl that some time
in the past was seized from a passenger or from cargo. I have been asked to
identify the owl so that a plaque can be placed on its stand. While I have
reasonable idea from my North American and European field guides, I would
like to ask any owl experts who read this forum if they would consider
looking at the photos I have taken so as to provide a definitive ID.

If you would be happy to receive photos offline, please let me know.

By the way the owl sits only metres from a 2m tall grizzly bear which was
seized from the accompanied baggage of passenger returning from America.
