Today on Sydney Harbour

Today I saw 7 Fairy Penguins between Balls Head and Kirribilli.
When out sailing I've seen one or two now and then near Balls Head. But never this many.
Would they travel this far up Harbour from Manly where there is a known colony and have to deal with all the Harbour traffic or is there a colony  this far up the Harbour or could they be on "day release" from  the Darling Harbour Aquarium?
