Hi,
 
Playing devil's advocate, is there a possibility that it is not birders that are leaving the gates open? Perhaps it is likely though, given the number of people visiting and that the padlocks are often very difficult lock and unlock - I have spent some time struggling to lock the gates elsewhere on occasion. Perhaps it is that some well-meaning person has failed entirely to lock the padlock, though one would think the chain and lock could still be used to secure the gate.
