Hi Tim Looks very much like a Willie Wagtail nest to me. They use spiderweb to bind the nest together and your photo appears to show this. It is about the right size also. They often build on buildings and I have seen them on verandahs on top of bearers or other supports. Woodswallows usually build a shallow bowl-like nest out of twigs, grasses and other similar material and often place it in a shallow tree hollow or deepish substantial fork.
