Probably because it is used extensively as an (illegal) off leash dog area
and lots of kids with families use the area. Baiting and trapping always gets priority after the act and it is difficult for NPWS to get it done in case the birds may nest there in the near future. At Lake Wollumboola the foxes even get through the electric fence, which is also subject to the battery being stolen and wet sand shorting the the live wires to earth.
