You're quite correct, the eastern and western hemispheres are divided by
the Prime Meridian (0 degrees longitude):

As the Red-footed Falcon has been found in Ireland before, it wasn't
the Red-footed Falcon's western hemisphere debut.  (It would be it's
North American debut, I think, which is more impressive geographically
- but apparently not good copy.)
