McGraths Hill STW?

Can anyone tell me if McGraths Hill STW is still offlimits for birding purposes? Do any of the other ponds around the Hawkesbury have any water in them? I know Pitt Town lagoon often was dry at this time of year but am not sure about the others. I'm particualrly interested in finding Chestnut Breasted Mannikins if they've been seen.
