I believe the problem is at least Australia-wide, and is related to
a huge surge in spam recently that has simply overwhelmed the mail
servers.  (BigPond received the media coverage, but OzEmail has also
been affected; if your ISP has scheduled a mail server upgrade
recently, this is the reason.)
