The Department of Sustainability and Environment has just released several Strategic Management Plans for Ramsar sites including: Port Phillip Bay (Western Treatment Plant, Bellarine...) Western Port Hattah-Kulkyne Lakes Lake Albacutya They can be ordered from Parks Victoria or downloaded as .pdf files. Go to http://www.parkweb.vic.gov.au and then publications or search for 'Ramsar Sites' P.S. It was nice of them to mention the Bayside Friends of Native Wildlife as a "Contact for further information and collaboration" in the resource list for the Port Phillip plan but I'm not sure how we can help !
