Perhaps we could modify a myna trap? All you'd have to do is enlargen the
opening a bit. The presence of the mynas inside the trap would be incentive
enough for such people to enter.
It might take a bit more gas than usual, and I suspect getting a permit may
prove problematic...

I was walking in the Sydney RBG yesterday near the State Library entrance
when I observed a bespectacled white-haired old man spraying food around
under a veritable cloud of Indian Mynas. I couldn't believe what I saw so I
approached him in an attempt to explain to him his misguided action. I could
only speak for a few moments as I had a toddler in a stroller who was very
hungry.
As I broke off the conversation he walked away, totally unconvinced, once
again spraying food about to a bunch of very fat looking mynas.
Could anyone who works in the city please try to observe this again and take
some further action?
What can be done with these people?
