Following Peter's queries, there are more documents that can be accessed via http://www.vicchannels.vic.gov.au/vca/community/deepening.asp These include the recent newsletter which says the Environmental Effects Statement projects are expected to commence this month. They cover topics including "terrestrial ecology (including avifauna)". There is more info on the website of the Port Phillip Conservation Council inc, an alliance of 14 conservation organisations.
