Hi all again, since posting my earlier note I have had a look at some illustrations of various phases of the Long-legged Buzzard in Robson, courtesy of Terry Pacey.
 
Again, the upper mandible length shown in these is much shorter than on our bird at Caloote. It is a very long upper mandible, light yellow in colour, no dark/black tip. In fact looks a bit abnormal.
