Hi Terry, might it be because the standard sign (as seen at all good toilets
and carparks everywhere) for disabled people is a person in a wheelchair?

There are VERY many people who, although not confined to wheelchairs, are
incapable of walking more than a few metres.
Why do people immediately think of wheelchair access when disabilities are
mentioned?
