RFI - Wetland preservation

I have been informed that the local boarding school in Orange has lodged a DA for a rowing course on an important wetland (freckled, blue billed and musk duck, great crested grebe, WB sea eagle) at Spring Ck Reservoir near Orange. I would be very keen to hear from anyone who has experience in persuading councils about the importance of such sites and the threats posed by such activity?
