No, it is an attempt at fraud. It must be a relatively successful method
for defrauding people, as its been around since at least the 1980s.
It used to be letters and faxes, now its e-mail. I've had about 10 in
this style in the last two weeks. Usually they orignate from Nigeria
or at least purport to. A web search for "nigeria fraud" or similar
will turn up lots of info
