Is this a joke?

It is said that the Sese-Seko "Treasures" were transferred directly from the
State Coffers of the country - bankrupting that country. There are whole
generations of Zaireans who have had no education, no mediacl facilities, no
transport system and, definitely, no pensions, as a result of their
ex-president helping himself to his countries assets.

How did this get on the net?
