Parks Victoria has just issued Draft Strategic Management Plans for the Ramsar sites at: Port Phillip Bay (west) & the Bellarine Peninsula Western Port Bay Gippsland Lakes Hattah-Kulkyne Lakes Lake Albacutya Submissions have to be made by 15th May. Copies are available on http://www.parkweb.vic.gov.au (click publications and then draft management plans...) or from 13 1963 I've only skimmed them but they make you appreciate just how much has to be done to conserve these sites. For instance, there is no legal basis for excluding jet skis from the lagoon on Mud Island as the relevant boating laws are about safety - not environmental considerations.
