Sorry this is rather late but I've only just heard about
this.

Port Phillip City Council is preparing a plan for the St
Kilda forshore which includes good statements about ecology,
environment etc. but ends up with proposals for having boat
moorings nearer the penguins' approach route to their
burrows.

Comments on the draft are required by 31st January but there
will be formal consultation about the final (and therefore
much harder to change) version.

(And if you have some spare time responses to the scoping
stage of the NRA's study of 1080 are also due by 31st Jan. 
Comments on proposal to make the Royal Botanic Gardens,
Melbourne, into a heritage site are due by 5th Feb. It needs
to be made clear that heritage listing should not be allowed
to damage the flying-foxes, which should soon be listed
under the Fauna and Flora Guarantee Act.)
