    I contacted Peter Dan, Research Manager at Phillip Island Nature Park,
and received the following response:

"An interesting observation indeed.  Penguins would be unlikely to be able
to feed with only one flipper as you suggest, however they often have enough
fat to last two weeks or more and perhaps the wound was able to heal during
this time.  I wonder if it was a propeller injury or a bite from a seal or
shark-There has been a leopard seal around Phillip Island this last week!"

As before your guess is as good as mine as to what may have happened!
