To do this on my 98SE version of Windows Outlook Express
1 For a permanent change to Plain Text
click "Tools" menu
click "Options"
click "Send" tab
In the "Mail Sending Format" and "News Sending Format"
click Plain Text
2
For an individual message
When in "New Message"
click Format menu
click "Plain Text"
