What about accidental road kills?
I think cars and roads should be banned.

lawyers, natural resource scientists and concerned
citizens agreed to consider establishing a Wild Bird
Protection Fighting Fund (BFF). Its purpose will be
to fund litigation against any person or

any discretionary controlled process whether legal or
not where death or injury to the animal could have
reasonably been foreseen and avoided. It is intended
that litigation will be targeted at any person or

causes or is likely to cause harm.
A spokesperson said "This fund should be considered as
the beginning of a system with functions to be
developed for the protection of wild birds, not
dissimilar to the functions of the Occupational
Health, Welfare and Safety Act designed for the
protection of people. Financial awards received from
successful court actions initiated by this fund will
be used to finance future disincentives against
harmful processes that adversely affect wild birds".
It was proposed at the meeting that a reward of
$5,000.00 should be posted for information to be used
in evidence to successfully litigate any person or
organization that has contributed to the death or
injury of any wild bird through the selectively
controlled process of capturing, handling and/or
banding birds.
