They are several examples of this and other flaws...and that is just the tip of the iceburge as far as holes in QLD legeslation. (another eg is that one of the last known population of Greater Gliders within Brisbane/Goldcoast area is about to be cleared for development).

There have been variants on this discussion before. Hooded Plovers are considered threatened in Australia but certainly not in Western Australia where flocks of 100s can be recorded. There are other species with similar distributions.

It of course also works the other way where a species is OK in Australia as a whole but is locally threatened. e.g. Grey-crowned Babbler in Victoria.
