The killing of Bowerbirds for such a vague scientific research purpose as
this is an outrage, but the real blame lies with the Wildlife Management
Agency that authorised the permit.
It's now time that Agency procedures for issuing scientific collecting
permits to take or kill protected animals in Australia be examined and
reviewed. This may require introducing legislation because in most
States
at present, permits are issued simply under the delegated authority of the
Minister or Director of the Department.
A good starting point would be to apply similar procedures to the
evaluation
of scientific collecting permit applications to those that apply for
development proposals, which affect sensitive environments. It would go
something like this.
The proposal for killing a protected animal for scientific research would
be
required to be published as a notice in a relevant regional newspaper
followed by, say a 28 day public consultation and comment period. The
responsible Wildlife Agency would then evaluate the public comment and
publish their decision including justification and any special conditions
that may apply to the permit if issued, in the same newspaper. The
applicant should fund this process.
Permits should only be considered where the research purpose meets an
objective of an established scientific research management plan.
Ultimately, the decisions to grant permits to take protected birds or
animals from the wild are made by public servants who should be adhering to
Government policy. The problem is that many of these authorised officers
know very little about the wildlife that they manage. The authorised
officers responsible for issuing the permit to collect the Bowerbirds,
should be made to account for their decision in this instance.
Make your concerns heard by writing to both the QLD. Premier and also the
QLD. Minister of Environment and Heritage. We have seen more than once,
the voice of list members influencing Government policy outcomes, so give
it
a go and turn this into the day of the Bowerbirds.
