Regarding the sighting of Painted BQ in Melbourne city, I think someone saw one at about this time last year in the city somehwere. At the time, birders were also commenting on other 'bush associated' species being found in the city, and the possibility that they had moved in along the Yarra River. Someone with a clearer memory may be able to help here. Or someone with time to suss-out the birding-aus archives.
