Bird (or plants) would be added to a countrys bird list or flora list when they 
become naturalised that is they are able to establish themself and breed 
regularly as wild birds and reproduce within the new habitat.

Could anyone comment on this in response to a query someone had recently.
When do you think we can know count feral Guinea Fowl, Greylag Goose,
Muscovy Ducks on our Oz lists? These have become established in some places
around Sydney. What are the rules for adding introduced birds to our list if
we say we can count Mute Swans, Peafowl, Red-whiskered Bulbuls etc?
