Sooty Owl in Brisbane and tree clearing

How can anyone describe a Sooty as "tiny"?? 
Sooty's are cited by S&D as being F 48cm, M40cm, nearly half a metre high,
which makes for a BIG bird in my book. "Tiny grey" makes it sound more like
a female Mistletoebird. Are they sure they know what they have there? Maybe
it was the minister's mind they were referring to? 
The Sooty at Bunya Mt used to nearly fill the hollow inside the tree.
